Schedule A1, Part 4, paragraph 12(3)

In the case of an appeal against a determination to impose a penalty, the Tribunal— has no power by virtue of sub-paragraph (2)(c) to increase the penalty; may extend the period within which the penalty is to be paid (including in cases where that period has already ended).
