Schedule 10A, paragraph 4(2)

Whether or not a party to an appeal or matter has asked for an opportunity to appear and be heard, the appointed person— may hold a local inquiry or other hearing in connection with the appeal or matter, and shall, if the Secretary of State so directs, hold a local inquiry in connection with the appeal or matter.
