“Environmental authority”, in relation to premises in England, means— the Secretary of State, the Environment Agency, Natural England, and the Forestry Commissioners. “Environmental authority”, in relation to premises in Wales, means— the Welsh Ministers, and the Natural Resources Body for Wales.
