Schedule 9A, Part 3, paragraph 16(2)

The First-tier Tribunal may— affirm the order, direct the environmental authority which made the order to revoke or amend it, in the case of an order under paragraph 10(2)(c) (emergency), suspend the order, or make such other order as the Tribunal thinks fit.
