Section 16(10)

The agriculture Minister— shall from time to time consult with each of the GB conservation bodies as to the exercise in the area of that body of his functions under this section; and shall not grant a licence of any description unless he has been advised by the relevant conservation body as to the circumstances in which, in their opinion, licences of that description should be granted.
