Section 15(2)

The county court shall not, except as in this Act provided, have jurisdiction to hear and determine— . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . any action in which the title to ... any toll, fair, market or franchise is in question; or any action for libel or slander.
