Section 391T(1)

If at any time it appears to the Secretary of State that— the Secretary of State may make an application to the court. a recognised professional body has failed to comply with a requirement imposed on it by or by virtue of this Part, or any other person has failed to comply with a requirement imposed on the person by virtue of section 391S,
