Section 411(1)

Rules may be made— in relation to England and Wales, by the Lord Chancellor with the concurrence of the Secretary of State and, in the case of rules that affect court procedure, with the concurrence of the Lord Chief Justice, or in relation to Scotland, by the Secretary of State, for the purpose of giving effect to Parts A1 to VII of this Act or the EU Regulation.
