The power to make regulations under subsection (3) or (4) above shall be exercisable by statutory instrument subject to annulment in pursuance of a resolution of either House of Parliament and shall include power— to make different provision for different cases; and to make such supplemental, consequential and transitional provision as the Secretary of State considers appropriate.
