Paragraphs 3 to 8 (references and applications with respect to licensing schemes) apply to licensing schemes operated by licensing bodies in relation to a performer’s property rights which cover the performances of more than one performer, so far as they relate to licences for— and in those paragraphs “licensing scheme” means a licensing scheme of any of those descriptions. copying a recording of the whole or any substantial part of a qualifying performance, . . . making such a recording available to the public in the way mentioned in section 182CA(1), or. renting or lending copies of a recording to the public;
