The Secretary of State may by regulations make provision— for the appointment by the Secretary of State of a person (the “code reviewer”) to review and report to the Secretary of State on— the codes of practice adopted by licensing bodies, and compliance with the codes of practice; for the carrying out of a review and the making of a report by that person.
