Section 135B(3)

Before the person intending to avail himself of the right begins to exercise it, he must— give reasonable notice to the Copyright Tribunal of his intention to exercise the right, and of the date on which he proposes to begin to do so, and apply to the Tribunal under section 135D to settle the terms of payment.
