The Secretary of State may also give directions— and shall publish directions given under this subsection in such manner as in his opinion will secure adequate publicity for them. as to the form and manner in which a notice of complaint in subsection (2) may be delivered to him; as to the form and manner in which evidence of any voluntary measure or agreement may be delivered to him; and generally as to the procedure to be followed in relation to a complaint made under this section;
