The Secretary of State may also give directions— and shall publish directions given under this subsection in such manner as the Secretary of State thinks will secure adequate publicity for them. as to the form and manner in which a notice of complaint in subsection (2) may be delivered, as to the form and manner in which evidence of any voluntary measure or agreement may be delivered, and generally as to the procedure to be followed in relation to a complaint made under this section,
