Schedule 2AA, paragraph 11(1)

The Secretary of State may by regulations make provision as to— the manner in which the amount of any rebate or other payment is to be determined, and any rebate or payment is to be given, and the manner in which— the amount of any charge is to be determined, and any charge is to be collected or enforced.
