A waste reduction scheme must provide for a financial incentive that the authority considers will be effective to achieve the purpose of the scheme. The scheme may provide for the incentive to be provided— or by any combination of those means. by means of rebates from council tax or by other payments, or by means of charges under paragraph 4,
