Schedule 3, paragraph 2A(3)

If the authorised person is unable to comply with sub-paragraph (2) above, he shall for the purpose of securing the unattended vehicle, machinery or equipment either— immobilise it by such means as he considers expedient, or remove it from the street to a secure place.
