Section 11(1)

A person carrying on a prescribed process under an authorisation who wishes to make a relevant change in the process may at any time— and a person making a request under paragraph (b) above shall furnish the enforcing authority with such information as may be prescribed or as the authority may by notice require. notify the enforcing authority in the prescribed form of that fact, and request the enforcing authority to make a determination, in relation to the proposed change, of the matters mentioned in subsection (2) below;
