Section 45(7)

A waste collection authority may— construct, lay and maintain, within or outside its area, pipes and associated works for the purpose of collecting waste; contribute towards the cost incurred by another person in providing or maintaining pipes or associated works connecting with pipes provided by the authority under paragraph (a) above.
