Section 46(6)

A person who fails, without reasonable excuse, to comply with any requirements imposed by a waste collection authority in Scotland or Wales under subsection (1), (1A), (3)(c) or (d) or (4) above shall be liable on summary conviction to a fine not exceeding level 3 on the standard scale.
