Section 71(3)

A person who— shall be liable— fails, without reasonable excuse, to comply with a requirement imposed under subsection (2) or (2A) above; . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . on summary conviction, to a fine not exceeding the statutory maximum; on conviction on indictment, to a fine or to imprisonment for a term not exceeding two years, or to both.
