Section 86(10)

In Scotland, every public road other than a trunk road which is a special road is a “relevant road” and the local authority which is, for the purposes of this Part, “responsible” for so much of it as lies within theirarea is, subject to any order under subsection (11) below, the council constituted under section 2 of the Local Government etc. (Scotland) Act 1994.
