Section 99(5)

In this section “local authority” means— the council of a district; the council of a London borough; the Common Council of the City of London; the council of the Isles of Scilly; in Wales, the council of a county or county borough;and in Scotland, a council constituted under section 2 of the Local Government etc. (Scotland) Act 1994.
