Schedule 15, paragraph 2

A drainage charge shall not be valid unless notice of the charge is given by the appropriate agency in accordance with sub-paragraph (2) below within ten days of the date on which it is raised. The notice must— state the amount of the charge and the date on which it was raised; and be published in one or more newspapers circulating in the area in respect of which the charge was raised.
