Schedule 15, paragraph 5(1)

Subject to paragraph 6 below, the appropriate agency may make arrangements with the owner of any chargeable land for any drainage charges which may be raised by the appropriate agency for any period in respect of the land to be levied on the owner, instead of on the occupier of the land.
