Schedule 16, paragraph 6

If— the Minister who made the order shall confirm the order and it shall thereupon have effect. no such memorial as is mentioned in paragraph 5(2) above has been presented within the period so mentioned in respect of any order confirming a special charges scheme; or every such memorial has been withdrawn, If such a memorial has been presented in respect of such an order and has not been withdrawn, the order shall be subject to special parliamentary procedure. An order confirming a special charges scheme shall in any event be subject to special parliamentary procedure if the Minister who makes the order so directs. The Minister who makes an order confirming a special charges scheme may, at any time before it has been laid before Parliament, revoke, either wholly or partially, any order that is subject to special parliamentary procedure.
