Schedule 21, paragraph 2(4)

The Secretary of State may by regulations make provision requiring the appropriate agency, where it is proposing or has begun, in a prescribed case, to exercise any power to carry out pipe-laying works on private land, to make advance payments on account of compensation that will become payable in respect of the exercise of that power.
