Schedule 4, Part I, paragraph 2(2)

Any member of a flood defence committee appointed by or on behalf of a constituent council who at the time of his appointment was a member of that council shall, if he ceases to be a member of that council, also cease to be a member of the committee with whichever is the earlier of the following— the end of the period of three months beginning with the date when he ceases to be a member of the council; and the appointment of another person in his place.
