Schedule 5, paragraph 2(2)

A notice under this paragraph shall be published either— at least once in each of two successive weeks, in one or more newspapers circulating in the locality in which the inland waters to which the draft statement relates are situated; or in any other manner which, in any particular case, may be certified by the Secretary of State to be expedient in that case.
