Section 130(2)

Where— the appropriate agency shall pay to Canal & River Trust such proportion of those charges, subject to such conditions, as Canal & River Trust and the appropriate agency may agree, or, in default of such agreement, the Secretary of State may determine. a person other than Canal & River Trust is the holder of a licence under Chapter II of Part II of this Act authorising abstraction from any inland waters to which section 66 above applies; and any charges in respect of that licence are payable,
