Where the appropriate agency is proposing, for the purposes of, or in connection with, the carrying out of any of its functions— the appropriate agency may apply to either of the Ministers for an order under this section (“a compulsory works order"). to carry out any engineering or building operations; or to discharge water into any inland waters or underground strata,
