Section 171(2)

The purposes mentioned in subsection (1) above are the carrying out of any survey or tests for the purpose of determining— . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . whether it would be appropriate for the Agency or the NRBW to apply for an order under section 168 above and what compulsory powers it would be appropriate to apply for under that section.
