Section 56(2)

Before determining on an application under section 55 above whether a licence should be revoked or varied the Secretary of State may, if he thinks fit— and the Secretary of State shall act as mentioned in paragraph (a) or (b) above if a request is made by the applicant, the holder of the licence or the appropriate agency to be heard with respect to the proposals. cause a local inquiry to be held; or afford to the applicant, the holder of the licence and the appropriate agency an opportunity of appearing before, and being heard by, a person appointed by the Secretary of State for the purpose;
