Schedule A1, Part IX, paragraph 171B

In this Schedule, “the required percentage” means 10%. The Secretary of State may by regulations amend this paragraph so that the required percentage is a percentage— not greater than 10%, and not less than 2%. Regulations under sub-paragraph (2)— are to be made by statutory instrument; may include supplementary, incidental, saving or transitional provision, including provision amending this Schedule; may make different provision for different cases. A statutory instrument containing regulations under sub-paragraph (2) may not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament.
