Section 103(1)

A member of a trade union who claims that the union— may complain to the Certification Officer .... has failed to comply with any of the requirements, so far as applicable, of sections 99 to 100F and Schedule A1A, or has, in connection with a resolution approving an instrument of amalgamation or transfer, failed to comply with any rule of the union relating to the passing of the resolution,
