Section 108(1)

The Secretary of State may make regulations as respects— and generally for carrying this Chapter into effect. applications to the Certification Officer under this Chapter, the registration under this Chapter of any document or matter, the inspection of documents kept by the Certification Officer under this Chapter, the charging of fees in respect of such matters, and of such amounts, as may with the approval of the Treasury be prescribed by the regulations,
