Section 226A(4)

In this section references to the opening day of the ballot are references to the earlier of the following, so far as applicable— the first day when a voting paper is sent or otherwise provided to any person entitled to vote in the ballot; the first day when a voting access method is sent to any person entitled to vote in the ballot.
