Section 260(4)

At any time when the chairman of the Committee is absent or otherwise incapable of acting, or there is a vacancy in the office of chairman, and the Committee has a deputy chairman or deputy chairmen— may perform any of the functions of chairman of the Committee. the deputy chairman, if there is only one, or if there is more than one, such of the deputy chairmen as they may agree or in default of agreement as the Secretary of State may direct,
