Section 48(1)

The trade union shall— provide every candidate with an opportunity of preparing an election address in his own words and of submitting it to the union to be distributed to the persons accorded entitlement to vote in the election; and secure that, so far as reasonably practicable, copies of every election address submitted to it in time are distributed to each of those persons ... along with the voting papers or voting access methods for the election.
