Schedule 1A, paragraph 7

A local authority may at any time— withdraw a notice of intent or a final notice, or reduce the amount of the financial penalty specified in a final notice. The power in sub-paragraph (1) is to be exercised by giving notice to the person to whom the notice of intent or final notice was given.
