Section 19C(1)

The Secretary of State may, if it appears to the Secretary of State to be necessary or expedient to do so, by order suspend or relax the operation of— in relation to the whole or part of a smoke control area in England. Schedule 1A (penalty for emission of smoke), or section 19B(1), (4) or (5) (offences relating to acquisition and sale of fuel),
