Section 30(2)

It shall be the duty of the Secretary of State, before he makes any regulations under this section, to consult— as he considers appropriate. such persons appearing to him to represent manufacturers and users of motor vehicles; such persons appearing to him to represent the producers and users of fuel for motor vehicles; and such persons appearing to him to be conversant with problems of air pollution,
