Section 32(2)

A person who contravenes or fails to comply with any provision of regulations under section 30 or 31 shall be guilty of an offence and liable— but the regulations may in any case exclude liability to conviction on indictment or reduce the maximum fine on summary conviction. on conviction on indictment, to a fine; and on summary conviction, to a fine not exceeding the statutory maximum;
