Section 33(1)

A person who burns insulation from a cable with a view to recovering metal from the cable shall be guilty of an offence unless the burning is part of ...an activity subject to regulations under section 2 of the Pollution Prevention and Control Act 1999 or section 18 of the Regulatory Reform (Scotland) Act 2014
