In this Part— “appropriate agency” means— in relation to England, the Environment Agency; in relation to Wales, the Natural Resources Body for Wales; references to the emission of substances into the atmosphere are to be construed as applying to substances in a gaseous or liquid or solid state, or any combination of those states; and any reference to measurement includes a reference to the taking of samples.
