Schedule 13, paragraph 3(5)

Any date specified pursuant to sub-paragraph (4) above shall be a date— not earlier than the date upon which expires the period of 12 months from the date on which the first list is first advertised in accordance with paragraph 5 below, and not later than the date upon which expires the period of three years from the date upon which the provisions of this Schedule come into force.
