For the purposes of sub-paragraph (4) above, . . . the appropriate certificate is such a certificate— and section 65(6) of that Act (offences) shall also have effect in relation to any certificate purporting to be the appropriate certificate. as would be required, under section 65 of the 1990 Act (notice etc. of applications for planning permission) and any provision of a development order made by virtue of that section, to accompany the application if it were an application for planning permission for minerals development, but with such modifications as are required for the purposes of this paragraph,
