Schedule 14, paragraph 4(1)

The mineral planning authority shall, in connection with the first periodic review ..., no later than 12 months before the first review date, serve notice upon each person appearing to them to be the owner of any land, or entitled to an interest in any mineral, included in the site to which the review relates .
