Schedule 22, paragraph 46(11)

In subsection (11) (meaning of “local authority”)— at the beginning of paragraph (b) there shall be inserted the words “ in England and Wales, ” and paragraph (c) and the word “and” immediately preceding it shall cease to have effect.
