Schedule 4, paragraph 4(3)

If before an order takes effect under sub-paragraph (2) above— the order shall be subject to special parliamentary procedure. any person who has been served with a notice under sub-paragraph (1) above with respect to that order serves notice objecting to the order on the Minister (or, in the case of an order made jointly by the Ministers, on either of them), and the objection is not withdrawn,
